St. Clairsville Area Soccer Association


After almost 300 people petitioned to create a high school soccer program as an outgrowth of the St. Clairsville recreation department summer program, a club was founded in the fall of 1994 with high school teachers Mr. McCall and Mr. Stewart. In the spring of 1995, St. Clairsville High School created a boy’s soccer team with Mr. Alcwyn Elliot and Mr. David Hahn was hired as coach and assistant, respectively. Hahn eventually became the head coach from 1996 to 2007.


On November 15th, 1995, following a successful fall season with U-12 and U-14 teams, a group of citizens met to discuss the formation of an organization to support soccer development in the area. After this meeting, everyone was in full support of such an organization, but conflicts arose over community facilities as there weren’t safe, properly landscaped fields available at the time.


In the fall of 1996, there were about 76 children participating on organized soccer teams and drafts detailing a future soccer organization were being circulated. On January 29th, 1997, one of the initial trustees, John Tomlin, reviewed the draft bylaws, settled on a membership fee, and decided that flags, goalie uniforms, and long-term alternate fields were immediate needs. At that time, the trustees also began working with the Belmont County Fair Board to use their parking and fairgrounds area for soccer fields.


On February 27th, 1997, there was another meeting where bylaws were approved and trustees and officers of the St. Clairsville Area Soccer Association were elected. Mr. David Hahn was elected president, Mr. Chuck George was elected Vice President, Mr. Alcwyn Elliot was elected Secretary, and Mr. Rick Ferrell was elected Treasurer. These officers decided they would utilize the United States Youth Soccer Association North and their umbrella organization to provide guidance, liability insurance, and other resources and training. Current board members are David Hahn, President, Brian Kralovic, Vice President, Rick Ferrell, Treasurer, and Joe Schmidt, Secretary.


In 1999, the St. Clairsville High School agreed to a girl’s soccer team and that is when field development began to get serious. On January 26th, 1999 a committee was established to work on this process of field development and in November of 1999, they began actively contracting and visiting sites. The committee initiated a public information piece in the newspaper that attracted the attention of several property owners and each opportunity was explored in the spring of 2002. In the fall of 2002, Capstone Properties deeded 23.8 acres to the St. Clairsville Area Soccer Association.


On February 20th, 2003, the St. Clairsville Area Soccer Association proudly announced the plans for the new soccer complex, the Capstone Soccer Complex. Once completed, this complex will have a lighted field, concessions, covered eating areas, a walking trail, and bleacher seating. So far, an indoor/outdoor pavilion with seating for 200, two storage buildings, a covered outdoor grill, a stone entrance sign,  and a protective barrier around the field has been completed.
